Student Learning Outcomes

• Students will be able to explain the role of Propositions 60, 90, 110, 58, and 19 in the transfer of base year values, including their impact on property tax benefits for individuals over 55 or those with severe and permanent disabilities.
• Students will be able to analyze the different types of property transfers involving legal entities and determine when a change in ownership occurs, including the application of the step transaction doctrine.
